Route /projects/new/ straight to the SCM project creation wizard and delete the legacy CreateProject flow along with the onboarding-scm-project-creation checks. The getting-started product sync no longer needs the flag guard; matching the session's created project id is enough. Refs VDY-235

/organizations/:org/projects/new/now always renders the SCM project creation wizard. The legacyCreateProjectflow and thenewProject.tsxswitch that chose between them are deleted, and the route points straight atscmCreateProject. The getting-started product sync drops its flag guard; matching the session's created project id was already the check that mattered.This makes the SCM flow the default everywhere, including single tenants and self-hosted, which have not had the flag on. The single-tenant release is getsentry/sentry-options-automator#10020; ideally that lands first so a problem there can be reverted on its own. The
onboarding-scm-project-creationregistration and automator config stay until this has deployed to every region.Components only the legacy flow used are removed in #126373.
