A request's author comes from the audit event that created it, on the cluster it was created on, the
same way a watched write's does: the core looks it up in the same fact index, on the audit route of the
`GitTarget`'s `KubeProvider`, by the request's UID, and waits up to `--author-attribution-grace`. Only a
fact marked as the creating write answers: a `create`, or a `patch` answered `201 Created`
(server-side apply of a new object). A later write to the request, such as a controller patching its
labels before the request is claimed, names who made that write, so it never names the author and
never moves the request to that actor's window. It acquires the fact stream of `commitrequests` on that
route, so the fact follower reads those audit facts at all.

The wait runs whenever attribution is on; whether the provider has received facts is checked only
after it, so a request is not refused while its provider's first audit event is still in transit.
The author is written in the claim: every status write moves the resourceVersion the fact is keyed
by, so a later lookup could never match.

Keep creating facts from being overwritten by later writes at the same version.

lookupCreation searches only the exact tier, and it matches an entry only while fact.Created is true. putKeyed replaces the existing entry at the same (uid, rv) key. A later write that returns the object at the creating resourceVersion, such as a no-op patch or reapply, can therefore replace the creating fact with a Created=false fact. The creation query then finds no creator and returns AttributionAbsent. For a CommitRequest, the author lookup can then fail, and the request can be refused as AuthorUnresolved.

A creating fact that has a UID but no resourceVersion can also miss the exact tier, so it can produce the same result.

Store creating facts in a separate UID-keyed tier that follows the index's TTL and eviction rules. Keep the exact-tier lookup for ADDED and MODIFIED events unchanged. Add tests for a no-op write at the creating version and for a creating fact without a resourceVersion.

Review comment at @internal/queue/fact_index_store.go around lines 244 - 248:
Update the scopeFacts index so creating facts with a UID are retained in a
separate UID-keyed tier that follows the index’s existing TTL and eviction
rules, preventing same-version writes from replacing them and allowing lookup
when resourceVersion is absent. Keep lookupCreation’s exact-tier lookup behavior
for ADDED and MODIFIED events unchanged, and add tests covering both cases.
