Problem and resulting behavior

The public skills were adapted from the Creator skill library at revision 811c78c on Oct 16. The library has improved since then, so the public skills are behind. This PR adapts every change from 811c78c to da3aa8b for agents that only have the Voiceflow MCP, the vf CLI and the docs MCP. Only behavior that holds for any MCP or CLI client was carried over.

It is the first run of a scheduled sync. docs/creator-sync.json records the synced revision and date, so the next run applies only what changed after it, and does nothing when nothing did.

Phone numbers	New skill: which side a number uses, adding a number through the CLI handoff or the UI, and assigning, moving, renaming and deleting numbers over the MCP.
Prompting	Unchanged: the only change was about loading another skill in the app.
Transcripts	Adds targeted log queries and turn numbering.
Voice	Adds the pronunciation dictionary and its patch, that the voice reads screen symbols aloud, and a link to Phone numbers.
Wiring	Adds merge-by-key attachment updates, removing phantom inputs, progress counters, a full wiring check, and links to two new references.
Workflows	Adds the raw read, End step rules, batch block and link writes, action replace, arranging, duplicating, and global workflow tools.
Shared	New CLI handoffs: when the MCP refuses an action, such as setting a secret value, the agent gives the user a vf command to run in their own terminal, with the value read from a hidden prompt. The operation contract now proposes a working environment for live projects. The index routes to Phone numbers.
References	Ported in full: Debug bulk-analysis.md and failure-patterns.md, Functions sensitive-inputs.md and custom-traces.md, Wiring patterns.md and anti-patterns.md.

Not ported:

• Coach: it runs only inside a scheduled in-app review routine.
• In-app cards, approval modes, question pickers, display widgets and plan tools. Public agents ask in plain text and use host approvals.
• Results produced by the in-app merge approval, such as a refused merge after the approval was shown. The product facts behind them were kept.
• Transcript read views and their size estimates from the in-app read tool, because the public transcript read takes different arguments.
• Exact batch limits for running evaluations, which could not be confirmed.
• The in-app statement that the Initialization workflow cannot be read or chosen, because the MCP now has operations for both.
• A CLI fallback for the project text search: CLI 0.287.0 has no command for it.

Verification

• validate.py, the unit tests, build.py and verify_cli.py against the pinned CLI 0.287.0 pass. So do the sync's own checks: a leak scan for in-app names, a check that every source reference has a public counterpart, and a check that every changed skill is listed here.
• Product facts were checked against the operations' schemas, in the Voiceflow UI source, and against Connect a phone number. They are saved text, not runtime-verified.
• New acceptance cases: working-environment-live, publish-then-merge, integration-tool-add, secret-value-handoff, function-boundary-check, init-workflow-greeting, debug-log-turn, test-run-write-audit, message-delete-owners, knowledge-site-import, pronunciation-fix, wiring-attempt-counter, phone-number-texts, phone-number-buy. None has been run with a model yet.
• Not run: scan_secrets.py locally (CI runs it), live MCP or CLI acceptance, model evaluations.

Needs a product check:

• Pull from Main: the skill says "if the workspace has it", because it is not in every workspace.
• CLI-only paths named in the UI: adding an integration tool from the agent's Tools, and the Initialization and Voice output sections in the agent's Behaviour settings.
• Phone numbers: the skills send users to Phone numbers in the agent sidebar, under Deploy, called SMS for a chat agent. The MCP's refusal text still names Workspace settings.
• Build says a user can attach a workflow to a playbook in the editor, while Workflows says the MCP never attaches a workflow tool to one playbook.

Compatibility and release notes

• Adds a seventeenth skill, voiceflow-phone-numbers. SKILL_NAMES, the installer test counts, the README and package-files.txt list it.
• No prerequisite or installation change. No version bump or CHANGELOG entry; maintainers write those at release.
• Depends on test: check that skills name real MCP operations, CLI commands and files #8, which provides the checks this PR passes.
