The delete button for custom backgrounds was positioned outside the tile and clipped by its overflow, making it difficult to see and click.
This moves the delete button inside the tile and separates it from the background selection button, so deleting a background doesn't also select it. Both controls now have visible keyboard focus states.
Verified adding and deleting a custom background in the browser. All three focused component tests pass.
