Toolchain policy and managed setup rust-toolchain.toml, .agents/cloud-setup.sh, stll-toolchain.json, .changeset/rust-patch.md |
The configured Rust version, managed setup, integrity hashes, and exception reason now refer to Rust 1.99.1. The changeset records the patch release. |
CI and release workflows .github/workflows/ci.yml, .github/workflows/mutants.yml, .github/workflows/release.yml |

-
Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 1 files. (7 skipped: 7 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Adopt the published shared toolchain policy 3.2.1 and Rust 1.99.1 across development setup, CI, and release builds. Regenerate the cloud setup from the canonical package.
Rust 1.99.1 fixes an x86_64 FFI boolean-return miscompilation and linker regressions. Hawk retains its existing bounded compiler-private 1.97.1 exception.
Validation: dependency resolution, canonical toolchain guard, generated setup and workflow formatting passed. Existing native, WebAssembly and package checks remain required in CI.
