A Docker box keeps no household clock: it runs on UTC, so a car goal of 17:00 was met at 18:00 in a Stockholm winter. When the box's hello says UTC and this device may change setup, the app offers its own zone once per box with site.time_zone.propose. The box decides; it takes the zone only while it keeps none, and restarts to run on it. Registry copy is byte-identical with srcfl/ftw. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Problem
A Docker box runs on UTC, so a car goal of 17:00 was met at 18:00 in a Stockholm winter. srcfl/ftw#1946 makes the home's time zone a stored fact of the site and adds an op for clients to offer one.
Change
site.time_zone.propose(scopeftw.setup.write), byte-identical with feat(site): the home's time zone is a stored fact of the site ftw#1946.OP_SITE_TIME_ZONE_PROPOSEandSCOPE_SETUP_WRITE.SiteStoreoffers this device's zone once per box per run when the box's hello says UTC, the device is not on UTC itself, and the grant carriesftw.setup.write. The box decides; it takes the zone only while it keeps none, then restarts, and the next hello names it. A refusal is silent. No visible UI change.
Evidence
npm run verifygreen on this Mac.npm run check:contractagainst the feat(site): the home's time zone is a stored fact of the site ftw#1946 checkout: registry matches byte for byte.time-zone-offer.test.ts(who offers what), andsite.test.ts"the household clock": a sim box on UTC ends on the device's zone; a box that keeps a zone is left alone. The first fails without this change.Paired PRs
