Workspace discovery can miss an existing project when a directory classification transiently fails, while the snapshot still gets a fresh timestamp. This change compares discovered project keys with the previous snapshot for the same root, reports missing keys explicitly, and carries the warning forward until the project reappears. An absent baseline keeps comparison unavailable, and publication still stops on hard enumeration errors.

Validation on the current upstream base:

• make check passed with pinned uv 0.13.0, Python 3.12.15, Node 22.23.2 and pnpm 12.11.2.
• Synthetic baseline, missed-directory, hard-error and malformed-catalog publisher fixtures passed.
• Focused inventory regression tests passed (2).
• git diff --check passed.
