Resolves the 13 open CodeQL quality alerts without behavior changes.
py/empty-except(runner.py, routes.py, project_registry.py): each swallow is intentional (best-effort stdin close, optional display enrichment, optional source overrides), so each now says why.py/unused-import(scorer.py): dropped theUNSCORED_DIMENSIONS/display_dimensionre-exports; nothing in the repo imports them throughscorer.py/import-and-import-from(3 test files): one import style per module.py/unreachable-statement+py/unused-local-variable(test_github_security_coverage.py): CodeQL misread thewith pytest.raisesblock. It now uses the functionalpytest.raises(...)form with the same assertions.py/unused-global-variableandpy/repeated-import(tests): removed.Checked: ruff check, ruff format,
make type-check(mypy), the portfolio truth-contract fixture check, and pytest (3742 passed; the optional semantic lane was deselected).
