Adds a Skillbook entry and a matching Promptbook entry for keeping branch and tag protection in the repo as rulesets, with reliable required checks and an optional merge queue.
github-rulesets-merge-queue-guardrails: classic protection vs rulesets comparison; rulesets stored as JSON or Terraform and applied from reviewed changes; default-branch rules (no deletion or force push, stale-review dismissal, code owners, last-push approval, thread resolution); required checks named by exact job and pinned to the GitHub Actions app; an always-running gate job instead of path-filtered required workflows;merge_grouptriggers and queue settings; protected release tags; minimalpull_request-mode bypass; App tokens for automation; staged migration; weekday drift detection.migrate-branch-protection-to-rulesets: exports current rules, inventories checks, fixes workflows first, writes default-branch and release-tag ruleset files (plus Terraform if used), adds apply and drift workflows, and proves that failing, unapproved, force-pushed, and tag-moving changes are blocked. It outputs commands to review and never applies rules itself.Catalogs go to 45 skills and 45 prompts.
