coordinator: checks gate before merging, stable lease owner - #16

obs-deps#6 merged while four FFmpeg builds were still running: green was judged by eye. 'workflow.coordinator checks <repo> <N>' counts passed, failed and running check runs and commit statuses, and exits 0 only when all finished and none failed; the merge and review instructions require it. The skill's COORDINATOR_ID used $$, which changes per tool call, so done could not find take's lease; use one literal id per session.
