Adds CONTRIBUTING.md describing how this fork is maintained: every change lands on the integration branch first (PRs merged with merge commits, no rebases of pinned branches); upstream pull requests are cut fresh from upstream's default branch as single-purpose changes; upstream is merged in regularly; and before an upstream PR merges or closes its content is checked to be on the integration branch.
