Changes

• Release ManagedCode.Storage 10.1.12 with the cumulative fixes from audit cycles 19–28.
• Harden VFS moves and copies, file range reads, wildcard matching, and metadata refresh.
• Protect held local files, bound filesystem upload buffering, and reduce S3 staging overhead.
• Enforce chunk upload lifetime and length checks, preserve retained artifacts, and deliver terminal SignalR download status.

Verification

• Release Coverlet run passed 919 tests and separate Chromium stress passed 2 tests.
• Focused HTTP and SignalR rerun passed 14 tests. The combined Coverlet reports measured 86.24% lines and 74.59% branches.
• Solution formatting, Roslynk diagnostics, and the full build passed.
• This draft runs the required checks on the patch commit before the protected main update.
