Records the planning interview's rulings of 2026-10-31 on the items two plans left provisional. Records only; no code changes.

  • Question limits (itd-2610301914350541, spc-2610301950037469): the floor stays 24 rows, abcd's default rises to 32, and a person's own settings may tighten a limit but never loosen it. The bounds and the absence of a writing verb stand as recorded.
  • Spot-check (itd-2610301750162657, spc-2610301925429250): abcd verifies the public beacon's signature when it picks, with one pure-Go library the product thinker signed off; the state-of-the-art check is a new research note.

Held through the v0.16.0 cut and queued once v0.16.0 was published, so it lands after the tag.

… the beacon

The product thinker ruled on the items the two plans left provisional.
Questions keep a floor of 24 rows, abcd's default rises to 32, and a
person's own settings may tighten a limit but never loosen it. The
spot-check verifies the public beacon's signature itself when it picks,
with one pure-Go library the product thinker signed off; the
state-of-the-art check behind the choice is a dated research note.
