DO NOT MERGE: live probe for standards#1350 (close-lock moved-tag fallback) - #452
Measurement only: do not merge. This branch will be deleted once the measurement is in.
It runs the live check for metadatastician/standards#1350 (and #1323, already merged). The question is whether close-lock can now close a lock over SHA pins whose tag has moved, and whether the workflows then start. The two pins come from reusables this repository called before #446:
standards@75bd5994 mirror-reusable.yml pins dtolnay/rust-toolchain@e2a55d2… with the comment # stable.
panic-attack@b689a74 scan-and-report.yml pins dtolnay/rust-toolchain@02cb101… with the comment # v1.
v1 has since moved to 683b588, so no current tag names either pin.
Changes
zz-one-off-close-lock.yml has no uses: steps. It runs regen_lock from the standards#1350 branch on this branch's tree, then prints:
close-lock's moved-tag decisions;
the --check verdict;
the dtolnay records;
the lock, base64-encoded.
zz-probe-moved-tags.yml calls both reusables with no secrets. Every mirror push and the cross-repo dispatch therefore skip. It starts only if actions.lock closes over both pins.
Plan
Control: this commit. The lock is main's. It has no records for the old pins, so the probe should fail at startup with 0 jobs.
Regenerated lock: next commit. It is the lock the regen job prints, not edited by hand. The probe should start, and the lock should show 0 dangling refs.
Cleanup. The results go into this PR and standards#1350. Then the PR is closed and the branch deleted.
…, not for merge)
Two scratch workflows on this branch only. zz-one-off-close-lock regenerates
actions.lock with regen_lock from metadatastician/standards#1350 and prints the
result. zz-probe-moved-tags calls standards@75bd5994 mirror-reusable and
panic-attack@b689a74 scan-and-report with no secrets, so it starts only if
the lock closes over their old dtolnay pins. Both files are deleted after
the measurement.

Added one-off automation to check lock-generation results, moved-tag decisions and repository status.
Added a read-only probe that runs repository scanning and reporting checks. The probe skips mirror pushes and cross-repository dispatch.
The pull request adds two push-triggered workflows for a specified branch. One regenerates and checks actions.lock and prints diagnostic output. The other invokes two pinned reusable workflows.

Summary
Lock regeneration and diagnostics .github/workflows/zz-one-off-close-lock.yml
The workflow regenerates and checks actions.lock. It reports the command output, moved-tag decisions, check result, selected lock records, repository status and encoded lock contents.
The workflow invokes pinned reusable workflows from the standards and panic-attack repositories. Its comments describe the probe and state that mirror pushes and cross-repository dispatch are skipped.
hyperpolymath/reposystem#319 — The issue and this pull request both concern lock closure. This pull request probes closure when SHA-pinned tags have moved; it does not resolve the issue’s missing dependency records.
Merge Risk: Moderate · previous review e1305
The probe may lose the diagnostics needed to interpret a failed lock check, and a reusable-workflow start may not demonstrate lock closure. Resolve these measurement gaps before relying on the results.

Live Provers / T1 Guix manifest check failed on e13053e (job) at apt-get install guix with E: Unable to locate package guix. That is the runner's package index, not this PR. The PR adds only two scratch workflows and doesn't touch live-provers.yml or anything it reads. I'm not changing it here: this PR is a measurement for standards#1350 and won't be merged. No fix for that job exists yet. If it fails the same way on a real PR, it needs its own fix in live-provers.yml.

…ve (scratch)
On the previous commit the combined probe still failed at startup, but so did
every caller of a hyperpolymath/standards reusable on this branch (governance,
hypatia-scan, secret-scanner, spark-theatre-gate), including with main's
untouched lock. Governance last started on 2026-10-23, before
hyperpolymath/standards moved to metadatastician/standards. Two probes now
separate the causes:
- zz-probe-pa: panic-attack@b689a74 only (dtolnay@02cb101). The repo did
not move, so this tests the moved-tag fallback alone.
- zz-probe-std-new: mirror-reusable@75bd5994 called under the new name
metadatastician/standards (dtolnay@e2a55d2).
This commit's lock is not yet regenerated, so both probes are expected to
fail at startup here. The regen job prints the lock for the next commit.

The lock printed by run 40431898367 (sha256 4a964a43…), byte-identical. It
re-keys the 75bd5994 record to metadatastician/standards and lists both
probes. The two moved-tag records (dtolnay@02cb101, @e2a55d2, ref 'v1') came
from the prior lock record this time.

regen_lock (standards#1350) closes this repository's lock over both moved-tag pins.
Both runs closed dtolnay/rust-toolchain@e2a55d2… and @02cb101… with ref: 'v1'.
In both, --check exited 0 and check-lock-sync was in sync.
The runs: 40431258680 took the pins from the called repositories' locks; 40431898367 took them from the prior lock record.
GitHub runs on it.zz-probe-pa calls panic-attack@b689a74 and had 0 jobs without a regenerated lock. With one, runs 40431898910 and 40432186228 succeeded. Their logs show "Using locked action versions from the workflow's lockfile", the download of dtolnay/rust-toolchain@02cb101…, and a successful Rust install.
A separate problem: every workflow that calls a standards reusable fails at startup on this branch. That's governance, hypatia-scan, secret-scanner, spark-theatre-gate, and the zz-probe-std-new probe, which calls standards by its new metadatastician/ name. It happens even with main's untouched lock. Governance last started on 2026-10-23, before hyperpolymath/standards moved to metadatastician/standards, and main hasn't had a push since. The leading hypothesis is an Actions allowed-actions policy that doesn't include metadatastician/*. That needs an owner to check.
This PR stays open as a draft until the owner decides on that, and then it will be closed without merging and the branch deleted.

Preserve the unclosed control lock
When this standalone commit is pushed, these entries already close the lock over both probe workflows and their moved-tag dependencies. Consequently the advertised control can never produce the expected zero-job startup failure, and the probes immediately exercise the regenerated state; this removes the negative control needed to show that any subsequent startup is caused by the fallback rather than unrelated behavior. Keep the initial commit on the parent lock and add these generated records only in the follow-up commit.

Fail when the measurement setup breaks
If a prerequisite such as either clone, the branch checkout, apt-get, or extension installation fails, set -uo pipefail continues through the script, and the final successful echo causes Actions to report the step as green. For this live probe, that can make a run which never executed the code under test look successful; enable errexit and explicitly capture only the expected nonzero results from regen_lock and close-lock --check.
I'm closing this PR without merging it. The branch stays for now.
While the PR was briefly marked ready for review, auto-merge (squash) was switched on for it. Closing it means these scratch workflows can't be merged into main by accident.
The last live check still waits on an allow-list change. Since standards moved to metadatastician, every workflow here that calls a metadatastician/standards reusable fails at startup. Once metadatastician/* is in hyperpolymath's Actions allowed list, I'll re-run zz-probe-std-new (the dtolnay/rust-toolchain@e2a55d2 path) by pushing to this branch. I'll report the result on standards#1350, then delete the branch.
Codex's finding on #452: with `set -uo pipefail` a failed clone, apt-get
or extension install fell through to the final echo and the step reported
green. Now errexit is on, and only regen_lock and close-lock --check may
return nonzero, each captured explicitly.
This push also re-runs zz-probe-std-new after `metadatastician/*` was
added to this repository's Actions allowed list. The two earlier runs
(40431900274, 40432187059) failed at startup because that pattern was
missing, not because of the lock.
