Summary

Drop LLVM 21 builders and add LLVM 23 using the published llvmorg-23.1.4 tag.
Set LLVM main version metadata to 24.0.0.
Update LLVM 22 to llvmorg-22.1.8, matching the latest LLVM 22 wheels on https://pypi.halide-lang.org/simple/halide-llvm/.

pre-commit run --files master/master.cfg (all applicable checks passed after both changes).
Parsed the configuration and executed isolated LLVM definitions to verify the initial branch rotation and version metadata without loading secrets.
Confirmed LLVM 22.1.8 wheels exist on the Halide package index and the corresponding upstream LLVM tag exists.
git diff --check passed.
