Manage global fallback Python and Rust runtimes through Home Manager and remove activation-time `uv python install` and `rustup toolchain install` mutations. Project dev shells remain the authoritative source for project-specific toolchains, while uv, pnpm, and Cargo continue to manage project dependencies and tools. The accompanying ADR and agent guidance define the ownership boundary and keep generated project templates aligned with it. Validation: - `bats tests/nix` (51 tests) - `nix flake check --no-write-lock-file` - repository pre-commit hooks Related template change: furedea/template-python#4

Provide Python 3.14 from the Nix dev shell and configure uv to use that interpreter without downloading a managed Python runtime. Project dependencies and commands remain managed by uv.
Validation:
nix flake check --no-write-lock-filenix develop --command uv run pytest(1 test)
