Advisor request (Oct 9): refresh /regulated/ with the security block, the FIPS page link and the owner's Maven line. Same block as #18 (verified facts; supply-chain items as current practice), with GitHub's private-report link in place of /security/ until #31 is live. Links to /verify-a-release/ (#40) and /fips-140-3-build-cache/ (#43): merge those first or the two links 404. The live regulated page already describes the Compliance tier (paid tiers are not built); I did not change that wording, flagging it for the owner. HOLD for owner cold-read.
