Summary

Update the driver to use feather-database 1.0.0-rc.3.
Prepare the package, README, and workflows for the RC release.
Use FoundationEssentials where available and run database integration tests in Docker on Ubuntu with Swift 6.3 and 6.4.

Verification

macOS tests passed.
Docker integration tests passed on Swift 6.3 and 6.4.
Strict Swift formatting and workflow/Compose validation passed.
