Steps get the W3C trace context of their step span in TRACEPARENT and TRACESTATE when OpenTelemetry is enabled for the DAG (dagucloud/dagu#3206).
main documented the same change separately. Keep this section, add the rules it lacked (an inherited TRACESTATE without a step trace state, and the other name when a step sets only one), and drop the duplicate section and runtime variable row.

Forward TRACESTATE when it is present.
The example forwards only TRACEPARENT. A step with a non-empty TRACESTATE therefore loses part of its documented trace context when calling report-service. Add the tracestate header when the value is non-empty, and omit it otherwise.

Documents dagucloud/dagu#3216 (feature request dagucloud/dagu#3206): when OpenTelemetry is enabled for a DAG, each step process gets the W3C trace context of its step span in
TRACEPARENTandTRACESTATE.server-admin/opentelemetry.md: a "Step Processes" section under "Trace Context Propagation", with an example that forwards the context to an HTTP service and the precedence rules (stepenvwins, an empty value clears it, a DAG-level value is replaced, handlers get nothing). Documents the trace context that step processes receive (dagucloud/dagu#3206): when OpenTelemetry is enabled for a DAG, each step process gets the W3C trace context of its step span in
TRACEPARENTandTRACESTATE. The step trace context docs are consolidated into a "Step Processes" section inserver-admin/opentelemetry.mdwith an example that forwards the context to an HTTP service and the precedence rules (stepenvwins, an empty value clears it, a DAG-level value is replaced, handlers receive nothing). Also updates the runtime variable reference inwriting-workflows/runtime-variables.mdand the link inwriting-workflows/yaml-specification.md.Merge after dagucloud/dagu#3216, which ships the behavior.
