Summary

Adds a claim-scoped default bucket resolver to function-resolution.

• The existing 5-arg function_resolution.resolve_default_bucket(uuid, text, uuid, boolean, text) is renamed frame_default_bucket (same body, same grants).
• New function_resolution.resolve_default_bucket(scope text, entity_id uuid, public_access boolean, bucket_key text DEFAULT NULL): takes the database from jwt_private.require_database_id(), checks the caller's membership at the storage scope, then calls frame_default_bucket. Granted to authenticated.
• Comment updates in bucket_matches.sql / resolve_staging_bucket.sql; default-bucket.test.ts calls frame_default_bucket.
• Bundle regenerated with pgpm 5.18.0; only function-resolution's artifacts change.

Plan change edited in place (no new migration).

has_function_privilege(role, oid, 'EXECUTE') over all non-trigger functions in function_resolution (82 on main, 83 here), function-resolution deployed into two fresh databases:

The rewritten resolve_default_bucket adds the security-critical request-lane gating — STORAGE_MODULE_NOT_FOUND, STORAGE_SCOPE_KEY_REQUIRED/STORAGE_SCOPE_KEY_UNEXPECTED entity validation, and the dynamic-SPRT membership check raising STORAGE_SCOPE_MEMBERSHIP_REQUIRED (packages/function-resolution/deploy/schemas/function_resolution/procedures/resolve_default_bucket.sql:44-109) — but no test exercises it. Every scenario in default-bucket.test.ts was retargeted to frame_default_bucket, which bypasses all of these checks. A regression in the membership EXECUTE lookup or an inverted validation condition would ship undetected on the request lane.

This PR splits default-bucket resolution into two paths: a frame-side helper pinned to JWT claims, and a request-lane resolver that validates entity scope keys and SPRT membership (failing closed with STORAGE_SCOPE_MEMBERSHIP_REQUIRED) before delegating. Plan, deploy, revert, verify files and the generated 0.47.8 bundle are updated accordingly, and the test suite is retargeted to frame_default_bucket.
