feat: report and apply maintenance through the contract - #48

Adds the maintenance part of the contract that marketplace relays and applies since codesphere-cloud/codesphere-monorepo#22843: `ServiceStatus.Maintenance` (pending items with a user-facing description) and the opt-in `Maintenance` capability, mounted with `RegisterMaintenanceRoutes` as POST /{id}/maintenance (202). `ErrConflict` maps to 409 and `ErrServiceUnavailable` to 503, which marketplace turns into a retry hint.
