Prepare cedar-java 4.11.0 release

Release changes

• Bumped the cedar-java artifact version to 4.11.0 (build.gradle) and the cedar-java-ffi crate version to 4.11.0 (Cargo.toml).
• Pinned cedar-policy / cedar-policy-formatter to 4.11.2 on the release/4.11.x branch instead of main.
• CI now builds against the cedar-policy branch matching the current branch, instead of always using main.
• CHANGELOG: moved Unreleased to 4.11.0 and added entries for the cedar-policy pin, PolicyParseException (Surface structured parse diagnostics from PolicySet.parsePolicies #367) and experimental TPE support (feat(tpe): wire type-aware partial evaluation into the authorization engine #372).

Cedar 4.11 compatibility

• TPE FFI adapted to the 4.11 API: uses TpeResponse::residual_policies() (all residuals in 4.11) and converts TpeError / tpe_err::EntitiesError, which are not miette::Diagnostics in 4.11, to DetailedError. Schema-validation failures keep the structured form: a top-level error with each validation error under related.
• Integration tests: the corpus is now downloaded from cedar-integration-tests branch release/4.11.x (set by one variable in build.gradle) and extracted to a branch-independent `cedar-integr
• Tests aligned with cedar-policy 4.11 behavior:
  • Partial entities with a duple later entry wins), as in 4.11.
  • Reverted the update tests to reflect cedar#2545 #369 ValidationTests changes, which expected cedar#2545 behavior that exists only on cedar main.
  • TPE residual text and reauthorize error messages now match 4.11's output.
