perf(projects): project-state rerun after the coverage release - #282

Repeats the 2026-10-28 project-state agent scenario on cli-core 0.511.0, memo 0.130.0, tg 0.110.0, max 0.94.0 and drive 0.49.0, and publishes totals next to the baseline: subagent tokens 269 163 -> 279 834, tool calls 53 -> 58, coverage signals now present, 15 new failed or confusing commands on the new paths. Prompts and per-command rows stay in cli-private. transcript-totals.py reproduces the tokens Claude Code reports for a subagent from its transcript, printing counts only. Repeats the project-state agent scenario of 2026-10-28 on the coverage release (TASK-834 stream b) and publishes totals next to the baseline: performance/projects/project-state/README.md.
Coverage signals now work (no linked chat without a state, no "complete" over unknown coverage, stale drive copy flagged). Work and tokens did not drop. Prompts, command lines and per-command rows stay private in cli-private.
Also adds
