Changes

• Imports the vermont.yaml attached to Import updated vermont.yaml #398. I normalized its CRLF line endings to LF and added a trailing newline. Otherwise it matches the attachment.
• The new [150% FPL](…) link in fee_waiver.income_bands[].description would have shown up on the payment page as literal Markdown, because that field was rendered as escaped text. I added an inline_markdown template filter (in efile/templatetags/ui_text.py) that reuses the existing render_inline_markdown sanitizer. payment.html now uses it for fee_waiver.benefits, the income band descriptions and document_guidance.
• Regenerated config_text_strings.py with manage.py extract_config_text.

Diff check against the current file

No YAML keys were dropped. The content changes are:

Verification

• uv run pytest -q: 2443 passed, 20 skipped
• ruff check, ruff format --check, ty check: clean. The pre-commit and pre-push hooks also passed.
• Rendered the real Vermont copy through the filter. The FPL link comes out as a sanitized <a> that opens in a new tab and says "(opens in a new tab)".
• Added a test, test_the_inline_markdown_filter_links_fee_waiver_copy.
