Fleet row cy0cac003f9d. Investigation for #350. Documents all Windows PowerShell process/identity launch sites, request frequency, source-stated costs and timeout limits, ranked native replacements, and tests to add. Documentation only; Windows timings remain unmeasured. Proof: test -s docs/investigations/issue-350-windows-mcp-latency.md && grep -qiE 'powershell' docs/investigations/issue-350-windows-mcp-latency.md (passed). git diff --check passed. GitNexus detect-changes was attempted but the local wire index is unavailable.
