Fleet row cyfe6692e180. Design for #246. Documents issuance and verification paths, signed expiry, membership continuity during re-keying, existing atomic write_trust behavior, and proposed tests. Documentation only. Proof: test -s docs/design/org-membership-expiry.md && grep -qiE 'write_trust' docs/design/org-membership-expiry.md (passed).
