Fleet row cy42263a91d8. Design for #291. Documents current endpoint limits, ungoverned reads, proposed per-IP governor and allocation budgets, and follow-up tests. Documentation only; no live relay calls or code changes. Proof: test -s docs/design/relay-dos-hardening.md && grep -qiE 'governor' docs/design/relay-dos-hardening.md (passed).
