Adds support for displaying department-configured icons for call types, unit types, personnel roles, and POI types throughout the application. Uploaded icons are preferred, with built-in map icons or existing badges/markers used as fallbacks for missing or unsupported icon data.
Changes
Added a shared UnitTypeIcon/TypeIcon component that:
Displays uploaded icon URLs when available.
Falls back to a matching bundled MAP_ICONS icon.
Falls back to the existing badge or marker when no icon is available.
Handles failed image loads and retries when the URL changes.
Keeps icons decorative and hidden from accessibility services.
Added type icons to calls and dispatch-related views:
Call cards and call detail headers.
Dispatched unit rows and dispatch chips.
Dispatch selection modal unit rows.
Status destination call rows.
Replaced the generic call alert icon when a call type icon is available.
Added unit type icons to:
Unit selection lists and the current-unit display.
The active unit sidebar card.
Unit and personnel map pins.
Personnel map pins use the first available role icon according to department role order.
Added POI type icons to:
POI list cards.
POI detail headers.
Destination POI selectors.
Status destination POI rows.
POI map markers, replacing the existing marker shape while retaining the original marker as a fallback.
Extended mapping and API models with icon metadata for:
Call types and calls.
Units, unit statuses, and dispatched units.
POI types and POIs.
Personnel roles and role-derived map icons.
Map marker data.
Added POI icon resolution that prefers a POI-specific icon and otherwise uses the icon configured for its POI type.
Preserved compatibility with older servers by rendering existing badges, bundled icons, marker shapes, or no icon when the new fields are unavailable.
Added extensive unit, component, native map, web map, fallback, image-load failure, and live-location update tests.
Updated the Android CI workflow to use Temurin JDK 17 instead of the runner’s default JDK, avoiding Android build configuration failures associated with newer JDK versions.
Summary by CodeRabbit

Added fallback icons when custom images are unavailable, including support for older server data.
Added a map legend showing map symbols, status and priority styles, and hydrants when present.
Bug Fixes
Improved location-update pacing and handling of delayed or offline updates, and resumed eligible tracking when the app returns.
Geolocation connections now respect the saved real-time setting.

The changes add uploaded and built-in type icons across map pins and call, POI, and unit interfaces. They add a data-backed map legend, revise location transmission and recovery behavior, and update the Android build environment.
Changes: Type Icons and Map Pins
Layer / File(s)
Summary
Icon metadata and shared resolution src/models/v4/*, src/components/units/unit-type-icon.tsx, src/lib/type-icons.ts, src/lib/poi-utils.ts
Models add optional icon fields. Shared components resolve uploaded, built-in, and fallback icons. POI resolution checks the POI URL before its type URL.
Map pins pass icon URLs to marker components. Marker rendering applies uploaded, styled, and bundled-icon fallbacks. POI markers retain their shape when no uploaded icon is available.
Call, POI, and unit interfaces src/app/call/[id].tsx, src/app/routes/poi/[id].tsx, src/components/calls/*, src/components/routes/*, src/components/status/*, src/components/settings/unit-selection-bottom-sheet.tsx, src/components/sidebar/unit-sidebar.tsx
Call, POI, and unit interfaces display configured icons. Unit dispatches use unit icons; other dispatches retain their badges.
The map screen opens a legend sheet. The sheet requests and displays legend data, including status and priority styles, and conditionally displays hydrants. Loading, error, retry, and close states are included.
Location transmissions use time and distance thresholds, retain the newest deferred fix, schedule stationary keep-alives, and use fix timestamps for offline events. The offline queue replaces pending or failed updates for the same unit.
Tracking controls and connection gating src/components/settings/background-geolocation-item.tsx, src/services/location.ts, src/stores/signalr/signalr-store.ts
The setting handler no longer starts or stops service updates directly. Location tracking handles app resume and background-task registration. SignalR checks the persisted realtime setting before connecting.

Offline location replay can occasionally send an older position after a newer one, or send a position that was already replaced. Units may then briefly show stale locations. The failures need overlapping sends or an offline replay, so the impact is bounded. Fix the ordering and batch checks before merging.

Line 746 to 749:
Unstructured warning logging in `src/services/location.ts` and `src/services/location.ts:879-882` forces log consumers to parse the message and `context` object, obscuring the watcher operation and identifier. Log the watcher operation, watcher identifier, and error as structured fields.
Suggested Code:
logger.warn({
message: 'Location watcher failed',
operation: 'foreground_location_watch',
watcherId: 'foreground',
error: reason,
});
Skip removed events in an already-selected replay batch.
If processQueuedEvents has selected several events, a location event can remain in eventsToProcess while another request is in flight. This removal deletes that event from the store, but the loop later calls processEvent with its saved copy and sends the obsolete position. Check that a selected event still exists and is eligible before processing it.

Update processQueuedEvents to re-check each selected event against the store
before calling processEvent, and skip it if it has been removed or is no longer
eligible for processing. This ensures events removed by the location-update
cleanup are not replayed from the saved eventsToProcess batch.
The new as any cast removes type checking from the processEvent call. Use a typed test interface for the private method, or exercise it through the public processor. As per coding guidelines: “Strict mode is enabled. Never use any; prefer precise types and interfaces.”

Remove the `as any` cast from the `processEvent` test invocation and preserve
type checking by using a precise test interface for the private method or
exercising the event through the public processor.

Compare fix times before superseding a location update.
If a delayed older fix is queued while a newer fix is processing, other.createdAt > event.createdAt treats the older position as newer. If the processing request fails, this branch drops the newer position and replays the stale one. The same ordering problem lets queueLocationUpdateEvent replace a pending newer fix with an older fix. Compare validated data.timestamp values before either replacement or supersession.
