RG-T147 Map Pins Updates for Status, Type and Priority - #563
Implements RG-T147 by adding status- and priority-aware map pins for calls, units, and personnel, along with a department-facing map icon legend and per-status/per-priority icon management.
Changes
Added a shared map icon resolution system that:
Selects call icons by call type and priority.
Selects unit icons by unit type and status.
Selects personnel icons by role and status.
Uses the first ordered role with an icon for personnel.
Applies a unit’s status color to personnel marked On Unit.
Keeps staffing levels from affecting map icons.
Supports fallback behavior for missing meanings, missing statuses, and missing custom icons.
Added standardized map styles and colors for:
Statuses such as Available, Dispatched, Responding, On scene, Transporting, Returning, Staging, On break, and Unavailable.
Priorities such as Low, Medium, High, and Emergency.
Unknown or unmapped statuses and priorities using a gray style.
Statuses and priorities without an explicit meaning can use name-based suggestions.
Added support for uploading and removing:
Priority-specific icons for call types.
Status-specific icons for unit types.
Status-specific icons for personnel roles.
Existing base icons remain independent from these variants.
Added database and repository support for storing icon variants, including:
SQL Server and PostgreSQL migrations.
Slot-specific deletion and replacement.
Department-scoped variant retrieval with caching.
Ownership validation for uploaded variants.
Added styled map pin and uploaded-icon rendering:
Built-in pins are recolored by status or priority.
Base uploaded icons receive a colored badge when no matching variant exists.
Added immutable, versioned API and web endpoints for styled pins and badges.
Updated mapping API responses and web map clients to use:
PinIconUrl for styled built-in pins.
IconStyle for the resolved status or priority style.
Uploaded icons first, styled pins second, and legacy bundled icons as the final fallback.
Added a new Mapping > Map Icon Legend page showing:
Status and priority color mappings.
Call icons by call type and priority.
Unit icons by unit type and status.
Personnel icons by role and status.
Station, hydrant, and POI icons.
Links for authorized administrators to edit status or priority icons.
Added status/priority icon management pages and links from call type, unit type, and personnel role editors.
Updated dispatch map behavior so only available units and personnel are drawn on the call map, while dispatch lists continue to show all resources and their statuses.
Added real-time marker refreshes when unit statuses, personnel statuses, or calls change, including reconnect handling.
Added localized legend, setup, and status/priority icon text across the supported resource files.
Updated and expanded automated coverage for:
Icon resolution and fallback behavior.
Status and priority style mapping.
Variant upload, replacement, removal, and ownership.
Styled pin and badge rendering.
Legend generation.
Mapping controller marker responses.
Localization completeness.
Summary by CodeRabbit
New Features
Added a map legend showing status and priority colors, marker icons, and points of interest.
Added options to upload and remove status- or priority-specific icons for unit types, call types, and personnel roles.
Map markers can display styled built-in pins or uploaded icons, with updates when calls or statuses change.
Improvements
Map icons now reflect relevant statuses and priorities, with consistent fallback icons when custom icons aren’t available.
Unavailable units and personnel no longer appear on the nearest-board map.
Department settings now warn when a saved reset target is no longer available and show what it resolves to.

Walkthrough
The PR adds status- and priority-aware map icons, including uploaded variants and recolored built-in pins. It adds icon management and legend pages, updates map APIs and clients to use resolved icons, changes reset-target resolution and warnings, and filters unavailable entries from the nearest-board map.

Defines style keys, colors, and variant formats. Resolves call, unit, personnel, and role icons from status, priority, and uploaded variants. Builds legend data from resolved icons.

Adds the variant database column and department-scoped slot operations. Adds variant upload, removal, retrieval, caching, and cache invalidation. Main-icon operations target the type’s own slot.
Adds styled-pin and badge rendering endpoints. Map responses include icon URLs and styles. Map clients select resolved icon URLs and reload markers after unit, personnel, and call events.

Adds the map icon legend and status-icon management pages. Controller actions build legend and status rows, enforce kind-specific permissions, and process variant uploads and removals. Type and role edit pages link to icon management.
Reset resolution tries name matching after meaning-based lookup and preserves valid stored values when no match is found. Settings pages warn when saved reset targets are no longer offered. Workers log unmatched targets as warnings.

Stale cache identified in GetVariantsForDepartmentAsync: type deletion paths remove TypeIcons directly without invalidating the one-day variant cache, allowing deletion of a unit type, call type, role, or POI type to leave its deleted variant IconKey in map resolvers for up to a day and cause markers to request a 404 uploaded icon instead of falling back to the styled pin. Authorization gap in GetMapIconLegend serializes every personnel role/status row for callers with only the Call_View policy, exposing the department's personnel role and status catalog even when personnel or location visibility is denied, unlike GetMapDataAndMarkers, which filters each person with CanUserViewPersonLocationViaMatrixAsync and follows Responder's documented privacy rule. Apply the map's personnel-visibility and permission decision, including client-specific privacy handling, before assigning result.Data.Personnel, or omit personnel rows without the required permission.
