Refactor testbench CI for Tailscale relay - #27

Probe web→relay Service and relay→tb-ci-*:587/993 before Playwright so Tailscale ACL/path failures surface with diagnostics instead of empty IMAP.
HAProxy can keep a stale MagicDNS IP for tb-ci-* from a prior ephemeral node; restarting the relay before verify forces a fresh upstream resolve. Co-authored-by: Cursor <cursoragent@cursor.com>
Use TAILSCALE_API_KEY_CI so stale tb-ci/relay-ci devices are removed before hostnames are claimed again.
The instance is already ready; waiting on post-upgrade update-pm4 adds minutes for a relay-only values change. Co-authored-by: Cursor <cursoragent@cursor.com>
