PR 10565 added a hard-coded list of the parameters that name gov.ssa.uprating, and PR 10378 then added two Alaska parameters that name it, so test_the_tree_has_the_expected_readers fails on main. 7 AAC 40.310(c) ties these standards to the Social Security COLA, so they belong in the Trustees reach. Only the test list changes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

What and why
policyengine_us/tests/core/test_trustees_2026_economic_assumptions.py::test_the_tree_has_the_expected_readersfails onmain, so it fails on any PR whose CI runs against currentmain. Two PRs that each passed on their own combined to break it:
UPRATING_READERS, a hard-coded list of the parameters whose uprating metadata namesgov.ssa.uprating.gov.states.ak.dpa.ssp.income_eligibility_standard.individualand.couple, which name that path. Its branch last mergedmainbefore 10565, so its CI never ran this test. The test's docstring asks for a look at each new reader before it joins the list. The Alaska standards belong there: 7 AAC 40.310(c) raises them each January 1 by the Social Security cost-of-living percentage, so a different CPI-W path should move them.
This PR adds the two Alaska paths to the list. Only the test list changes, plus the changelog fragment. No parameter, formula or policy value changes.
A search of the repository found no other hard-coded copy of the list.
Test plan
Not run locally; CI runs this test. By reading the code at
main:gov.ssa.upratingare the 11 paths already on the list plus these two, so the expected set matches. The expected NAWI readers are unchanged.values:block, a last stated value of 2027-01-01 (on or before 2027-12-31) androundingof typenearest, interval 1. They also pass the reform's own checks: noat_defined_intervalorstart_instant.ruff format --checkon the changed test filechangelog.d/axiom: n/a: test list update only; no policy, parameter or formula changes.
