The agent base still includes the unpatched Ubuntu Brotli decoder. Pin the formally published and qualified Ubuntu backports 0.1.1 image by exact digest, retain the same existing-package installer and original six package families, and roll the base to 0.3.8.
Update the agent-only consumer contract for the 13-package catalog and reject an unpatched installed Brotli version. The existing publisher now retains ordinary Brotli SONAME round trips and an actual entrypoint exec; the wrapper stage also retains its owning bootstrap-download smoke. Python/curl/TLS, original raw/effective scans and exact consumer evidence remain required. No malformed Brotli payload or exploit is executed.
Validation: 9 focused package-consistency guards pass locally; syntax and diff checks pass. The consumed bundle's official publication, two provider fixtures, anonymous readback, provenance and SBOM checks passed in run 40175072213. Formal base publication is performed only after this PR and required CodeQL gates pass; the wrapper remains pinned to 0.3.7 until 0.3.8 has its own verified registry digest.
