Summary
Updates Vite to 8.3.5, carries the Quinn fixes, and refreshes Tokio/rustls/WebPKI dependencies. Adds three SDK contract tests and the RCTF security/release plan.
Local validation
Full OSV scan status
The full scan reports GHSA-qwgh-2vcv-g2f7 against block-buffer 0.10.4. We verified the exact 0.10.4 source and RustCrypto's maintainer confirms this version is not affected because its cursor is stored separately. RustCrypto's advisory API now says >=0.11.0, <0.12.1; the central GitHub Advisory/OSV range is stale. Upstream correction PR: github/advisory-database#10698. I added an independent source verification and noted the prerelease-bound discrepancy there. No scanner exception was added. Keep this PR and the release gated until the central advisory correction propagates and the full OSV scan passes.
