Upgrading to Ubuntu 26.04 is premature and will break the Docker build. Third-party repositories configured in this Dockerfile (such as Docker CE, Microsoft MSSQL, and Bazel) do not yet have stable releases or package repositories for Ubuntu 26.04. It is recommended to stick to the LTS release (Ubuntu 24.04) until 26.04 is officially released and supported by these external package sources.
