Centralize pegin, graph setup/signing and pegout flows in Instance and Graph state machines, replacing protocol logic spread across message handlers and maintenance tasks.

Architecture changes:

  • Introduce a shared execution engine with persistent inbox, aggregate state, leased jobs and outbox.
  • Commit state transitions and scheduled work together; run expensive operations in separate CPU, network and pegout pools, then feed results back as events.
  • Turn chain watchers and periodic scans into event producers.
  • Replace legacy message queues and gossip-based graph sync with the GetGraph request-response protocol.
  • Persist nonce-to-transcript signing authorization and restrict durable message storage to registered peers.

The new structure makes protocol transitions easier to trace and provides a common mechanism for retries, message delivery and restart recovery.
