The LAWS.bend header said internal modules carry no promise. A law file is behavior that must not change without review, interface or internal alike, so the header now says a law about an internal module holds it in place without making it interface. This is a comment-only change.

The header said internal modules carry no promise. A law file is behavior
that must not change without review, interface or internal; a law about an
internal module holds it in place without making it interface.
