The admin user list reads Firestore users/{uid}, and an email/password
sign-up only wrote that doc after verifying, so an unverified account
(Firebase Auth shows it) never appeared in the panel.
- Worker: GET /api/admin/users (owner only) lists every Firebase Auth
account with the service account (accounts:batchGet, paged).
- Admin panel merges accounts with no profile and tags them "no profile
yet" / "email not verified" / "disabled".
- Sign-in writes the profile before the email verification gate, so new
unverified sign-ups get a doc straight away.
