fix(sdk-core): forward videoApprovers on TSS txrequests - #9966

The Video ID approvers selected for a TSS withdrawal were dropped before the /txrequests call, so Wallet Platform stored videoApprovers: [] and emailed the enterprise primary contact instead. Add an optional videoApprovers option and send it as a top-level field of the /txrequests body for transfer and transfertoken. It is omitted from the request when not provided. Ticket: WCI-1744
