Summary

Raise the DocC container and shared test matrix to Swift 6.3+
Update reusable workflow defaults, examples, package validation, and fixtures to enforce Swift tools 6.3+
Pin the DocC generator script URL to the planned 0.2.0 release

Validation

actionlint passed for the changed workflows/examples
bash syntax check and git diff checks passed
Bats suite not run because Bats is not installed in this environment


          Require Swift 6.3 or newer in workflows
