Description

Record the published client/server 0.3.1a3 artifacts, fresh public installation and four real Express managed workflow cases. Move the delivered managed workflow ADR to implemented; preserve the original verification record.

Fixes #97. Follows #96.

• Add a separate public-release receipt with all four artifact hashes and exact release source.
• Preserve two initial PyPI index readback failures; the unchanged third publication attempt passed after the public simple index exposed a3.
• Record independent public-package live tests: four passed in 17.82s, each with independent deletion confirmation.

Testing

• Full release Python matrix and publication workflow passed on attempt 3.
• Fresh no-cache public install, pip check, import and lockstep checks passed.
• Repository health: 106 PASS, 1 existing warning, 0 FAIL; hygiene and diff checks passed.
• No runtime changes in this PR; prior runtime test evidence is linked.

Checklist / Definition of Done

• New evidence is separate from preserved history; no credentials or private resource IDs.
• ADR state and directory agree.
• Runtime changes, bilingual user documentation and changelog were delivered in fix: launch managed workflows with native template IDs #96.
• Live scope is explicit: managed shell execution only, not code interpreter, every source template or real-model certification.
